Device Manager Keeps Refreshing Windows 10

My device manager constantly refreshes and Ive narrowed it down to my internet. I found this by disabling all my services and reenabling them one by one. This also seems to be causing the problem in why my R6 siege stutters, as someone else has had this problem but in a different service. Ive tried reinstalling my network drivers, I updated windows, updated and reinstalled graphics drivers, tried the /sfc scan in cmd, as well as the health check commands. Sfc fixed some files but were unrelated as the problem persists.
